Georgia, Arizona, and West Virginia led a letter from 21 states calling on Treasury Secretary Janet Yellen to clarify portions of the American Rescue Plan Act in relation to states’ abilities to set their own fiscal policies. The states provide several examples of how the legislation could negatively affect state tax policies and budgets.
