Arizona Attorney General Mark Brnovich filed a lawsuit in federal court alleging the U.S. Department of Homeland Security violated the National Environmental Policy Act of 1969 (NEPA) by failing to consider the environmental impact of suspending construction of a border wall and eliminating the “return to Mexico” policy.
