Missouri Attorney General Eric Schmitt and 21 other states submitted comments to the Federal Energy Regulatory Commission opposing the use of social costs of carbon in its analysis of interstate natural gas pipelines. Neither the Natural Gas Act nor the National Environmental Policy Act authorizes FERC to consider social costs of carbon in the certification process, according to the letter.
